- Road user charges (RUC) are how diesels, electric vehicles and plug-in hybrids pay for the roads, charged by the kilometre rather than at the pump. You buy distance licences in advance, in blocks of 1,000km, and the money goes to the national fund that maintains the roads.

The admin fee is charged on every licence purchase, so buying lots of small blocks costs more in fees than buying fewer larger ones. Buying online or in the NZTA app is cheaper than over the counter. Rates shown include GST.
Our View
Diesel and EV drivers pay RUC because they do not pay fuel excise at the pump, the way petrol drivers do. So RUC on its own is not an extra penalty, it is how these vehicles pay for the roads. To compare vehicles fairly, look at total running cost, fuel or charging plus RUC, not RUC alone.
Heavy vehicles, trailers, combinations and cranes use different rates. Check the NZTA rate tables for those. Rates are current but set by the Government and can change.
Who Pays RUC, and Why?
Every vehicle on the road helps pay for the road, but not in the same way.
Know This: Because the petrol levy is a fixed amount per litre, RUC works out roughly equivalent to what a fairly thirsty petrol car pays in fuel tax. That means a very efficient hybrid can actually contribute less to the road fund per kilometre than a diesel or an EV does.
- Petrol vehicles pay through a levy built into the petrol price, so petrol drivers pay their road tax automatically every time they fill up.
- Diesel vehicles have paid RUC for decades. Diesel has no road levy at the pump, which is why diesel looks cheaper per litre, the tax is collected by the kilometre instead.
- Full electric vehicles have paid RUC since April 2024 when the government changed the law, at the same $76 per 1,000km as a diesel. Before that they paid nothing toward the road fund, which was seen as unfair on everyone else.
- Plug-in hybrids pay a reduced $38 per 1,000km, because they also buy some petrol with the levy already in it.

Assumptions and sources
- Rates are the current NZTA light-vehicle rates and include GST. The calculator does not cover heavy vehicles, trailers, combinations or cranes, which use separate rates.
- The admin fee is charged on every licence purchase, so the total assumes one purchase for the distance you enter. Buying in smaller blocks more often means more fees. We raised the issue of the admin fee with NZTA and placed it on our Fleeced Kiwi Awards given the high cost.

Frequently Asked Questions
Who has to pay RUC?
Diesel vehicles, full electric vehicles (EVs) and plug-in hybrids. Petrol vehicles do not pay RUC, because their road tax is included in the petrol price.
How much RUC does a plug-in hybrid pay?
A reduced $38 per 1,000km, because a PHEV also buys petrol that already includes the road levy.
Why don't petrol cars pay RUC?
Petrol includes a road levy in the price at the pump, so drivers pay as they fill up rather than buying distance licences.
Do RUC licences expire?
Light vehicle licences (up to 3,500kg) do not expire. Heavy vehicle licences expire one month after any rate increase.
Is it cheaper to buy RUC online?
Yes - buying online or in the NZTA app costs $12.44 per licence, against $13.71 over the counter. Buying fewer, larger blocks also saves on fees. The issue of the fees was raised in our Fleeced Kiwi Awards.
